Most discussions of the use of race and ethnicity in biomedical research and clinical care focus on broad national and transnational populations. Looking at the problem from the perspective of large populations, however, misses the rest of a continuum that runs from the global human population to local communities. If race and ethnicity are fundamental categories for biomedical analyses, they should be informative at all points along that continuum, much as the definition of a gene remains unchanged whether analyzed in (...) the context of an individual, a group, or the total human population. By examining the utility of racial and ethnic categories at a local community level, we can better evaluate whether those categories are indeed fundamental units for analysis. Alternatively, these categories may be analytic proxies useful primarily for approximating aggregate biological and social features of large populations at national and transnational levels of analysis. The concept of an attractor in a mathematical dynamical system is reviewed. Emphasis is placed on the distinction between a cell assembly, the corresponding attractor, and the attractor dynamics. The biological significance of these entities is discussed, especially the question of whether the representation of the stimulus requires the full attractor dynamics, or merely the cell assembly as a set of reverberating neurons. Comparison is made to Freeman's study of dynamic patterns in olfaction.

This important book is the first serious philosophical examination of the modern state. It inquires into the justification of this particular form of political society. It asks whether all states are 'nation-states', what are the alternative ways of organizing society, and which conditions make a state legitimate. The author concludes that, while states can be legitimate, they typically fail to have the powers that they claim. Many books analyze government and its functions but none focuses on the state as a (...) distinctive form of political organization or examines critically the claims states make for themselves. The mechanism of stellar aberration was explained and formulated by Bradley in terms of the existence of a unique reference frame for light propagation. However, Einstein's denial of the existence of such a frame appears to undermine Bradley's interpretation of the phenomenon. It is suggested that the recent evidence for a cosmologically-based inertial reference frame provides a new physical basis for Bradley's explanation in a manner consistent with the requirements of special relativity. It is shown that a “delay” effect is (...) also involved in our observation of the direction of nearby sources, and that the aberration and delay effects exactly compensate for nearby sources comoving with a terrestrial observer.
